Phase 2 of the HKADC Testing Programme

Phase 1 of the testing programme, including only 99 athletes, is not acceptable for the long run. In order to effectively detect and prevent doping practice in Hong Kong, Phase 2 of the testing programme will be launched on or after 1 April 2010. Both in-competition and out-of-competition testing will be conducted. A three-tier HKADC testing pool that includes larger number of athletes will be set up. Athletes included in the testing pool will be monitored by random no-notice out-of-competition testing. More details about the new arrangement are provided below.

In order to faciliate no-notice out-of-competition testing, athletes included in the HKADC testing pool will be required to submit and update their whereabouts to HKADC. In Phase 2 of the testing programme, three testing pools with different whereabouts requirements will be set up. The inclusion criteria, whereabouts requirements, and related sanctions for these testing pools are listed in the table below:-

Sanction for non-compliance to the whereabouts requirements

In according to the World Anti-Doping Code, non-compliance to the whereabouts requirements are anti-doping rules violation. The following table summarizes the sanction that may be imposed against the concerned athletes:

Possible consequences

Accumulation of 3 Filing Failure and/or Missed Test committed within a 18-month period shall constitute an anti-doping rule violation that may result in up to two years of ineligibility.

Individual having accumulated 3 Whereabouts Non-compliances within 18 months period will be transferred to Pool A that requires stricter whereabouts requirements.

Individuals having accumulated 2 whereabouts failures will become ineligible to represent Hong Kong in the game.

In-competition Testing

For effective and comprehensive doping control, the Phase 2 of the Testing Programme will also include in-competition testing initiated by HKADC.

Among all the sports being included in the out-of-competition testing programme, 10 sports will be included in the in-competition testing programme. The selection is based on the higher risk for these sports to have athletes using performance enhancing drugs during competition. The following 10 sports have been selected for inclusion in the in-competition testing programme:

Athletes, Billiards, Bodybuilding, Boxing, Cycling, Shooting, Swimming, Triathlon, Weight Lifting, and Windsurfing.

The concerned National Sport Associations (NSAs) will be invited to provide HKADC the schedule of local events at the beginning of the year. HKADC will select the events for in-competition testing. The concerned NSAs will then be formally informed of the selection. Theses NSAs should then formally inform all participating athletes of the events about the drug testing arrangement and provide necessary assistance to HKADC during the events.
